Unable to run a production to a specific location but production to ZIP works

Recoverable.XML shows the following error:
Error Reason: [#216001] XML Export Error - [#216002] Image production failed for 0.7.2218.5172: [#41058] Error during native conversion. Native error code 0 - publish_error
7070 log shows the following errors:
Unable to open security XML file: \\server\path$\0.6.2211.1077998587\1.5.2211.4629968672004243500\tempFiles\310\71a\75dd197e7bd8de049d481eb617\conv\0\image\security.xml
Cause
This is caused by the production export being unable to access the security.xml file in destination. This file is being scanned, locked or quarantined.
Resolution
Disable antivirus scanning of the export location and run the export again.
Issue/Introduction
Running a production export to a NAS or any other location results in a partial success but none of the items are actually exported. Running that same production to ZIP works with no issues.
