Cause
There are security settings in Internet Explorer for encrypted files. This is set to only allow saves for encrypted files. So when switching to SSL, it is now encrypted and thus changed.
Resolution
Change the setting for "Do not save encrypted pages to disk" under Security of the Advanced tab of the Internet options in Internet Explorer.
