If export is done from Vault Admin Console, there are no clear error messages.
If Vault Administrator is using the Enterprise Vault.cloud Archive Migrator, they will receive a "Archive Migrator Service on server
Vault Administrator can identify this issue by Event Log and DTrace like below examples, regardless of which tool is used to export.

For the Vault Administration Console:
Vault Administrator can specify a date range for the items to be exported.
Shortening the date range can alleviate the problem.
This is because the exports will complete before the resources are exhausted.
For the Enterprise Vault.cloud Archive Migrator:
If Vault Administrator encounter this issue, the exports will be in pause status, but they can resume it by clicking "Start" each time.
And If the amount of data is large, they need to repeat this operation until the exports are completed.

This issue is due to the wrong behavior of MigratorServer.exe that both Vault Admin Console and Enterprise Vault.cloud Archive Migrator uses during exports.
MigratorServer.exe is a part of Enterprise Vault core installation, and not a part of Enterprise Vault.cloud Archive Migrator tool.
While exporting to PST files from Vault Admin Console, export is executed by MigratorServer.exe directly.
While exporting to PST files from Enterprise Vault.cloud Archive Migrator tool, the same process MigratorServer.exe is also used by use of inter-process calling.
Vault Administrator experience a MigratorServer.exe proccess's stop during exports which causes the issue.
A situation was observed where the MigratorServer.exe did not release the file handle correctly when creating the PST files, that exhaust the file handles until the maximum limit.
