Cause
Some security third party software is preventing the installation wizard from accessing the %TEMP% folder and executing what is needed to proceed with the upgrade
Resolution
Additional analysis would be required to understand the third party security software preventing the access to the aforementioned path.
Re-run the upgrade running Procmon.exe to understand the process preventing access, this could possibly be a Threat protection application

While running the upgrade of Enterprise Vault the wizard suddenly stops and shows the error regarding file EvRegFile.Bat
