This behavior can occur when the Enterprise Vault Console has an incorrect proxy server setting.

Note: the proxy server setting should be displayed without the prefix 'https://' .i.e. mail.company.com

Update the Targets - Exchange - Domain (properties) setting to display the correct proxy server setting
