A dtrace of the retrievaltask will show the following:

Notice the name of the server that is being attempted to be found. KVSVAULT.

 

Additionally, attempts to find the items in EV Search are unsuccessful.

Cause

In this case the affected shortcuts were imported into a users mailbox from a PST file that was created from another Enterprise Vault environment outside of the company. Therefore the Enterprise Vault Server [KVSVAULT] is not accessible to the end user attempting to restore these orphaned shortcuts as the original items was never archived or indexed in the current environment. 

Resolution

As these are orphaned shortcuts never intended to be accessed by the affected end user they can safely be deleted.
