An error connecting to FSAReporting.asmx is returned when opening the Vault Admin Console

Enterprise Vault cannot access the FSA Reporting Web service at ''.

A Dtrace of the mmc process will show one of the following errors- 

(mmc) <9364> EV:H {IsFSAReportingWebServiceRunning:#13175} Failed code:[16] result:[0x803d0010]

(mmc) <10864> EV:H {IsFSAReportingWebServiceRunning:#13217} Failed code:[6] result:[0x803d0006]

Cause

This issue looks to occur in environments configured for HTTPS communication where certificates are updated manually and internet access is limited.  

Resolution

Warning: Incorrect use of the Windows registry editor may prevent the operating system from functioning properly. Great care should be taken when making changes to a Windows registry. Registry modifications should only be carried-out by persons experienced in the use of the registry editor application. It is recommended that a complete backup of the registry and workstation be made prior to making any registry changes.

  1. Open Regedit.exe on the EV server.  
  2. Open HKLM\Software\Policies\Microsoft\SystemCertificates\AuthRoot 
  3. Create a new DWORD entry with name DisableRootAutoUpdate and set a value of 1
  4. Reboot the EV server 
  5. Verify that the issue no longer occurs

Issue/Introduction

When opening the Enterprise Vault (EV) Vault Admin Console (VAC) the error is returned after some time stating a connection could not be made to the FSAReporting.asmx page.
