Error Message
In Archive Shuttle logs the following error is seen:

Access denied. Insufficient permissions to access the requested object(s).
In a Dtrace of StorageOnlineOpns the following error is seen:
(StorageOnlineOpns) <44228> EV:M{CClientIdentity::CheckAccess:#734} User Evlocal\VSA_Migrate does not have permissions (Read) to Archive Folder [Path = \Folder1 VaultId = 1882DE25F30D63C4D81F23BDEDB265F5E1110000EVSERVER02]
Cause
Archive Shuttle uses the Content Management API. In order to export the content, the account used requires specific access to the archives.
Resolution
The account used to run Archive Shuttle should be a member of Extension Content Provider Application and Extension Content Provider Administrator role groups in Roles-based administration. Refer to this article to add the user into the correct groups.
