The NetApp documentation for FPolicy refers to ‘FPolicy Server’ as the system that registers against the policy created in FPolicy. The FPolicy Server is also known as the external-engine server.
With EV implementations, when Vserver targets are configured, a policy called 'evplaceholdercmode' is created during the initialisation of the EVNetAppCModePHSvr process. This process is started on the EV server with the Storage Service processing the NetApp Vserver targets and this is the server that registers with the policy, therefore the FPolicy Server.
In implementations with more than one EV servers, where multiple EV servers are configured to process different Vserver targets or Vserver Volumes, there will be multiple EV servers registering with the respective policy on each Vserver.
The EV Documentation maintains the same terminology and also refers to FPolicy Server when describing the settings and pre-requisite steps that are to be applied on the EV server.
On the EV server VAC configuration there are two important areas that apply to the pre-requisites for C-Mode targets.

There are 3 settings specific to NetApp C-Mode targets and these revolve around the ONTAPI Management API, which EV uses to perform administrative actions against the Vserver. These are internal API operations that are by default set to use secured communication via Port 443 and HTTPS Protocol. These settings should not be modified, and they are already pre-configured by default.

There are two settings that must be configured prior to adding the first C-Mode Vserver target. These are empty by default.
‘NetApp account details’
This user account must be a Windows Active Directory user account and is the same account that is added as a ‘login’ on each Vserver. This account will be used for the ONTAPI communication. It is recommended to use a dedicated user account, instead of the Vault Service Account (VSA).
ONTAPI permissions are needed for EV to establish a Privileged Data Access (PDA) to the Vserver Volumes when restoring content from the Archives, following users recall requests.
These permissions or access levels are described in detail in the ‘Setting up File System Archiving pdf’, which can be found in the Documentation folder under the Enterprise Vault installation directory.
‘FPolicy server details | Port Number’
This port is different from the port used for the ONTAPI communication, as described above.
This port is only used for notifications received from FPolicy when users recall placeholders.
These notifications do not need to be performed over a secure channel. The port specified should be an available port on the EV server (FPolicy server). The recommendation is to use a port value that is not greater than 65535.
