Service 'Enterprise Vault Accelerator Manager Service' (AcceleratorManager) failed to start.
Verify that you have sufficient privileges to start system services.
There are typically 2 causes for the error.
The most common cause is the Vault Service Account (VSA) not having the following domain Group Policy Object (GPO) rights:
Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment\Debug programs
Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment\Log on as a batch job
Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment\Log on as a service
Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment\Replace a process level token
To determine what policies and rights are assigned to the VSA, open an administrative command prompt and execute the following command:
RSOP
The output should display the policies being applied. An alternative method is to run the following from an administrative command prompt and open the file in a web browser to review the information, particularly the winning GPO (edit C:\GPReport.html to an available file location and desired file name):
GPRESULT /H "C:\GPReport.html"
Yet another method can be performed from a domain controller using the Group Policy Modelling Wizard, per the steps in Microsoft article https://docs.microsoft.com/en-us/previous-versions/windows/it-pro/windows-server-2012-r2-and-2012/dn789183(v=ws.11). However, this is best performed by the onsite network administration team.
A second cause is an incomplete, interrupted or failed uninstallation of the Accelerator Server software where the goal was to uninstall and reinstall the Accelerator Server software. In such an event, the error is usually caused by the Enterprise Vault Accelerator Manager Service being left in place after the software uninstallation.
To confirm this, first check the 'Programs and Features' control panel (appwiz.cpl) or the 'Programs' application within Control Panel. If the 'Enterprise Vault Compliance Accelerator X' or 'Enterprise Vault Discovery Accelerator X' entry is not listed, the Accelerator Server application is not available to be uninstalled. Note that any entries for 'Enterprise Vault Compliance Accelerator Client X' or 'Enterprise Vault Discovery Accelerator Client X' are not the Accelerator Server application and can be safely ignored. Then check the Services management console (%windir%\system32\services.msc) to confirm the Enterprise Vault Accelerator Manager Service is still in place.
For the condition where the VSA does not have the appropriate Group Policy rights as listed above, it is recommended these rights be reviewed and added to the appropriate GPOs by the onsite network administration team. Note that domain GPOs take precedence over local GPOs, so the winning domain GPO for the above rights will need to be edited to add the VSA.
For the condition where an incomplete uninstallation has removed the Accelerator Server software from 'Programs and Features' but the Enterprise Vault Accelerator Manager Service is still in place, please contact technical support for assistance with completing the uninstallation process.
Note - The steps to complete the uninstallation process will involve edits to the Registry on the Accelerator server. Backups of the Registry or applicable Registry keys will be made during the steps. However, it is strongly recommended the Accelerator server be backed up prior to implementing the steps.
