Cause

The issue can arise when there are a high number of pending actions are waiting on the indexing engine.

Resolution

This issue has been resolved in the following version of Enterprise Vault available from Downloads

Enterprise Vault 14.1.2 

Issue/Introduction

Indexing may periodically stop processing for some index volumes. The event log will show event 41352 and 41380 from Index Volumes Processor: Timed out waiting for [Agent thread] to start after [1800] seconds]. The processing will resume on its own some time later.
