During investigation it was observed that the EVSVR Archives Directory Repair operation always executed in REPORT mode i.e. it just notifies what is missing in Directory Database tables, but it did not fix those missing entries when archive type selected as File System Archive type.
This issue has been resolved in Enterprise Vault 14.3.1 and 14.4.
To resolve this issue upgrade to one of these versions.
