This can occur when the Cipher Suites present on the workstation that Office Mail App (OMA) is being launched does not match the available Cipher Suites on the Enterprise Vault server.

Review the Cipher Suites present on the Enterprise Vault server and ensure that the workstation(s) that is experiencing this issue has matching Cipher Suites.
