Windows File Deduplication service is enabled on the volume containing the EVIndexing Installation folder.  This causes the Indexing Engine files to be deduplicated, showing a 0 for size on disk for the Indexing configuration files.

The Enterprise Vault files will have an extra attribute on the files.  The attribute is L which identifies that a reparse tag is associated with the file.  Examining the reparse point using fsutil command, it is seen that the reparse tag points to the Windows Deduplication service.

Disable Windows Files Deduplication on all Enterprise Vault installation volumes.
