The server {3A92686F-E5E8-4505-ABB5-49E5F725617A} did not register with DCOM within the required timeout.

The issue occurs because the StorageOnlineOpns process is not able to initialize MAPI. It has been seen to occur in conjuction with an upgrade to Enterprise Vault or a recent update to Outlook 2019.
The issue can be resolved by uninstalling Outlook 2019 and installing a later version of Outlook that is supported on the Enterprise Vault server.
